Liverpool boss Jurgen Klopp is keen to bolster his midfield, having so far failed to get the best out of Naby Keita, who joined the club from RB Leipzig last summer.
Klopp will have the perfect opportunity to take a closer look at Ruiz during the Champions League group stage after the Reds were drawn in the same group as Napoli.
The Reds travel to Italy to face Napoli on Tuesday before hosting the Partenopei at Anfield in the return fixture on November 27.
However, if Klopp does decide to make a move for Ruiz, Napoli boss Carlo Ancelotti is unlikely to allow one of his key men to depart on the cheap.
Ruiz played a key role as Spain won this summer’s Under-21 European Championships
Ruiz’s impressive performances last season were one of the reasons why Ancelotti sanctioned the departure of Marek Hamsik to Dalian Yifang in February.
The Real Betis youth team graduate was also rewarded for his fine displays last term with a Spain call-up in March, before making his international debut against the Faroe Islands in June.
Ruiz also played a key role as Spain won the Under-21 European Championships this summer.
